Press Release - General Affairs Council reaches partial general approach on the legislative package for Cohesion policy

The General Affairs Council (GAC) has just agreed on a partial general approach on elements of the Cohesion Policy package for 2014-2020. This is an important achievement for the Cyprus Presidency and as Deputy Minister Ambassador Andreas D. Mavroyiannis, who chaired the meeting, stated, "cohesion policy is not only the most important tool of the EU for reducing disparities between the levels of development of the different regions, but  also constitutes a very effective catalyst for growth and employment".  

The partial general approach was reached on seven thematic blocs, namely, territorial development, European territorial cooperation, financial issues, management and control systems, information and communication, technical assistance and country specific recommendations and indicators.

Cohesion policy is the main development policy of the Union, aiming to reduce significant economic, social and territorial disparities that still exist between Europe’s regions and Member States.

In view of the informal trialogues that have been initiated with the European Parliament and the Commission on the Cohesion Policy legislative package, the Cyprus Presidency will work towards an agreement on additional elements of the Cohesion Policy Regulations, in particular, on programming issues as it is considered by all three Institutions the first priority.

The new Cohesion Policy rules are closely linked to the negotiations for the Multiannual Financial Framework (MFF) for the period 2014-2020 and are only expected to be finally adopted by the European Parliament and the Council once an agreement on the MFF has been reached.

"The agreement reached today does not prejudge the outcome of the overall negotiations of Cohesion Policy legislative package or the Multiannual Financial Framework, which constitute a top priority for the Cyprus Presidency,” stated Ambassador Mavroyiannis.
