Press Release - Agreement on marketing and use of explosives precursors

Today the Permanent Representatives Committee (COREPER II), approved a compromise text on the marketing and use of explosives precursors. The proposed Regulation is now subject to approval by the plenary of the European Parliament and subsequently by Council.

The proposed regulation establishes harmonised restrictions on the availability to the general public of such substances that could be misused to produce home made explosives. The aim of these restrictions is to ensure the safety and security of European citizens against illicit uses of explosives by criminals and terrorists.

COREPER II approved, despite the objection of the Commission, a compromised package tentatively agreed between the Presidency and the European Parliament rapporteur Jan Mulder (ALDE-NL) following lengthy negotiations over the Polish and Danish Presidencies.
