Press Release - Targeting the improvement of the Students and Researchers Directives

‘Immigration of International Students to the EU’ will be the overall theme of the European Migration Network Conference that will be held in Paralimni on 29-30 October. The outcomes of the Conference are expected to provide information towards the development of a proposal amending the Students and Researchers Directives.

The conference will be opened by Cyprus Minister of Interior Ms Eleni Mavrou, Cyprus’ Minister of Education and Culture, Mr George Demosthenous, and Ms Diane Schmitt, on behalf of the European Commission (DG-Home).  Mrs Androulla Vassiliou, European Commissioner for Education, Culture and Multilingualism will participate in a High Level Round Table Plenary Discussion.

Measures aimed at attracting International Students, the rights and responsibilities of International Students in EU Member States, students’ access to the labour market, and international cooperation to facilitate mobility will be the key issues discussed during the Conference. The outcomes are expected to serve as information for the development of a proposal amending the Students and Researchers Directives. Specifically, this high-profile event will aim to support the policymaking process in the field of immigration and international students, notably in the development of the planned review of Council Directive 2004/114/EC.

This Directive determines the rules concerning the procedures for admitting third country nationals to the territory of the Member States, for a period exceeding three months for the purposes of studies, pupil exchange, unremunerated training or voluntary service. One of the objectives of Community action in the field of education is to promote Europe as a world centre of excellence for studies and vocational training. Promoting the mobility of third-country nationals to the Community for the purpose of studies is a key factor in that strategy. The approximation of the Member States' national legislation on conditions of entry and residence is part of this.

The European Migration Network (EMN) is a network whose aim is to provide up-to-date, objective, reliable and comparable information on migration and asylum to support policymaking in the EU.
