Press Release - Agreement on “Energy Star” Regulation

The Committee of Permanent Representatives (Coreper I) approved today, October 26, a consolidated text of the ‘Energy Star’ Regulation on energy-efficiency labelling programme for office equipment such as computers, displays, printers, copiers, scanners etc. Today’s agreement is an important development that paves the way to the adoption and implementation of the Regulation and towards greater energy efficiency.

The purpose of the Regulation is to adapt the implementation of the Energy Star Programme to the Agreement between the United States of America and the European Union on the coordination of energy-efficiency labelling programmes for office equipment.  The ‘Energy Star’ Programme, adopted jointly by the USA and the EU, is a voluntary energy labelling programme which promotes the manufacturing of energy-efficient office equipment. The ‘Energy Star’ logo enables consumers to identify office equipment products that save money and help protect the environment by saving energy. 

The first two periods of implementation of the Energy Star Programme in the European Union since 2001 have shown that Energy Star has been very effective in steering the office equipment market towards greater energy efficiency. Manufacturers, assemblers, exporters, importers and retailers can place the Energy Star label on products meeting or exceeding energy-efficiency guidelines by following simple registration procedures.

Important developments

The text that was agreed today by Coreper is set to be submitted first to a vote in the European Parliament's Committee on Industry, Research and Energy (ITRE), in order to be tabled later to the EP’s Plenary and Council for approval.  The Coreper confirmed also to the Chair of ITRE Committee that the Council will adopt the consolidated text in case of adoption by the European Parliament, thus opening up the way for an early agreement.  

It was also today that the European Parliament gave its consent to the signing and conclusion of this Agreement between EU and USA. This was another important development towards the completion of the legislative procedure.

Background

On March 15, 2012, the European Commission presented a proposal for a European Union energy-efficiency labelling programme for office equipment.  The Working Party on Energy examined the proposal, finding it acceptable. On September 18, 2012, the ITRE Committee voted draft amendments. The Council's Working Party on Energy examined those at its meeting at the end of September 2012 and found all amendments acceptable.
