Press Release - 2013 will be the European Year of Citizens

After intensive negotiations between the Council, the Commission and the European Parliament, the Cyprus Presidency announced that an agreement was reached during the 2nd Trialogue meeting that took place today, the 11th of July 2012, on establishing the European Year of Citizens 2013.

The general objective of the European Year of Citizens 2013 is to raise awareness and knowledge of the rights and responsibilities attached to Union Citizenship, in order to enable citizens to make full use of their right to move and reside freely within the territory of the MS. In this context, the European Year shall also promote the enjoyment by Union citizens of other rights attached to Union citizenship.

Examination of the proposed text prior to the official negotiations with the European Parliament was concluded by the Working Party on Fundamental Rights, Citizens' Rights and Free Movement of Persons (FREMP) in December 2011.

Based on the report of the Rapporteur, Ms. Antigoni Papadopoulou (S&D), during the orientation voting in the Committee on Civil Liberties, Justice and Home Affairs (LIBE) in the European Parliament (EP) on the 8th of May 2012 113 amendments were proposed.

The 1st Trialogue took place on the 13/06. No agreement was reached, since there was a discrepancy of opinions between the Council and European Parliament regarding the legal basis of the proposed text. 

Three technical meetings have taken place since (15/06, 22/06 and 4/07). The proposal was discussed again during FREMP on the 6th of July, under Cyprus Presidency.

On the Council level, the final text will be presented at COREPER for approval from the member states.

On the EP level, the voting will take place first at LIBE on the 3rd of September, and then in front of the EP Plenary in October.
