Press Release – Single European Sky: the time for Action

Representatives from the entire Air Transport Management community are expected in Cyprus this week, for a high level Aviation Summit, which will take place on October 11 and 12 at the Grand Resort Hotel, in Lemesos (Limassol). The summit, titled “Single European Sky:  the time for action” is co-organised by the European Commission and the Cyprus Presidency and looks to provide the appropriate forum for a strategic discussion concerning future steps and progress in the field of European air traffic control. During the summit, the relevant minsters of Cyprus, Greece, Italy and Malta are also expected to sign a State Level cooperation agreement on the restructuring of the Mediterranean airspace.

Delegates will be welcomed by Cyprus’ Communications and Works Minister, Mr. Efthemios Flourentzou, while the Vice President of the European Commission and Commissioner for Mobility and Transport, Mr. Siim Kallas and the Chair of the European Parliament’s Transport Committee, Mr. Brian Simpson will also attend the summit.

The Single European Sky initiative is an ambitious attempt to reform the architecture of European air traffic control in order to meet future capacity and safety need. The necessary legislative framework for European aviation has been created through two such Single European Sky packages, passed by the European Commission in 1999 and 2004.

2012 is considered a pivotal year for the Single European Sky since the implementation of the Performance Scheme has commenced and the Functional Airspace Blocks (FABs) are being formally established. In reflection to this, the Aviation Summit in Cyprus will discuss the main elements of the SES initiatives, including the Performance Scheme for air navigation services, the Network Manager, FABs, and the SESAR programme.

Eminent speakers and representatives from the entire air traffic management community will also evaluate the progress made towards the SES target, which is a seamless, safer and sustainable single sky for Europe.

“A comprehensive regulatory framework and pan-European functions designed to drive air navigation services towards higher performance are already in place and this Aviation Summit can show the way forward,” said Mr. Flourentzou prior to the summit.

On the occasion of the summit, the State Level Agreement for the implementation of the Functional Airspace Block BLUE MED will be signed between Cyprus, Greece, Italy and Malta. The agreement looks to establish the co-operation between these countries concerning the restructuring of the Mediterranean airspace.

The signing of the Agreement will be made by Cyprus’ Communications and Works Minister,  the Transport Ministers of Malta and Greece, Mr. Austin Gatt and  Mr. Kostis Chatzidakis respectively, and the Deputy Minister of Italy, Mr. Mario Ciaccia.

High officials of the European Commission as well as Members of the European Parliament will also participate in the Aviation Summit.
